Since, in VRRP, assimilation is greatly toned down, it seems like a good ottoman strategy could be to decentralize as much as possible after seizing all of it's core provinces from egypt (for the prestige and to prevent jingoistic pops from getting pissed off). Higher average literacy in VRRP (And vanilla too) gives more research points. In VRRP this kind of thing actually gives the ottomans a bit of a boost: primary and accepted cultures tend to have higher literacy than non-accepted cultures (in this case, Bosnian, Bulgarian, Serbian, and Greek. Unfortunately I didn't pay close enough attention to goings on over there but it was interesting to see. Now, this sort of situation could hypothetically happen without events, but I've certainly never seen it happen.
